...you typed \.minecraft/resourcepacks, it should be \.minecraft\resourcepacks Easier way to do it is just type %appdata% in the terminal to open your appdata folder, goto roaming, goto .minecraft....

I tried removing the .minecraft folder from the path and opening Minecraft program, forcing it to redownload the .minecraft folder with everything that should be in it, including the resourcepacks folder, and then starting a new world ......
